A man aged 39 has been arrested for the charge of murder after a fellow inmate was found dead at HMP Exeter on September 15. The accused, James Desborough, hailing from Lower Sticker, Cornwall, is currently detained by the police for allegedly killing 65-year-old Steven Kempster, who was discovered lifeless in his cell at 5:40 am on the same day. The authorities have informed Kempster’s relatives about the tragic incident.
According to a spokesperson from Devon and Cornwall Police, the 39-year-old Desborough faces murder charges in connection with the inmate’s death at HMP Exeter. He is set to appear before Exeter Magistrates’ Court on September 18 for further proceedings. Helen Phillips from the Crown Prosecution Service confirmed the decision to prosecute Desborough for the murder, stating that there is substantial evidence to proceed with the case in the interest of public safety. The collaboration between the prosecutors and Devon and Cornwall Police has been instrumental in advancing the investigation.
This development follows the announcement by Justice Secretary David Lammy regarding the initiation of trials for chemical suppressants for sex offenders in north west and north east England, following a successful trial in the south west. Lammy mentioned that the medication aims to control problematic sexual arousal in offenders to protect the public. The approach combines drug therapy with psychological interventions to address various factors contributing to offending behavior. The plan is to expand the program nationwide, beginning with the northwest and northeast regions covering up to 20 prisons, allowing approximately 6,400 offenders access to voluntary chemical castration.
