“Revamped SEND System to Boost Support and Inclusivity”

A comprehensive plan is underway to revamp the special educational needs and disabilities (SEND) system, ensuring enhanced support for parents, teachers, and children at the local level. This multi-year initiative involves significant investments to promote inclusivity in mainstream schools, with a focus on training all teachers in SEND and creating 60,000 new specialist places within mainstream settings.

Acknowledging the urgent need for change in the current struggling system, reforms aim to address lengthy delays in receiving support, particularly concerning Education, Health, and Care Plans (EHCPs). A pivotal shift involves a targeted review of EHCPs, reserving them for children with the most intricate needs. Transitioning Year 2 students will be among the first to undergo this assessment process upon moving to secondary school, possibly shifting to a new digital Individual Support Plan (ISP) offering three tiers of support: Targeted, Targeted Plus, and Specialist, provided promptly by schools without formal evaluations.

Government officials, including Education Secretary Bridget Phillipson and PM Keir Starmer, are committed to rectifying the broken SEND system. The reform agenda aims to ensure every child receives quality education, emphasizing the importance of immediate support without the need for extensive assessments. Notable highlights from the Schools White Paper include the introduction of a tiered support system, ISP development, and the creation of Specialist Provision Packages for children with complex needs.

Furthermore, substantial funding pledges have been made to bolster support for children with SEND, including investments in teacher training, school infrastructure, and inclusion initiatives. The overhaul also entails measures to enhance maternity benefits for school staff, improve retention programs, and set national standards for consistent support. Plans to address disparities in educational outcomes and streamline services for disadvantaged children are integral parts of the proposed reforms.

Overall, the comprehensive redesign of the SEND system aims to provide tailored support, promote inclusivity, and ensure equitable access to quality education for all children, marking a significant step towards a more effective and responsive educational framework.
