France Implements Strict Oral Nicotine Product Ban; Tourists Face Hefty Fines

Holidaymakers planning a trip to France are being cautioned about strict new regulations that could lead to immediate fines of up to €500. Despite being a favored spot for UK tourists, France implemented a nationwide prohibition on oral nicotine products starting April 1, 2026, which is anticipated to catch many visitors off guard.

According to a spokesperson from tobacco retailer Northerner, the recent law in France completely outlaws nicotine pouches and similar oral nicotine items. The ban encompasses the sale, import, possession, and use of these products, putting holidaymakers at risk of violating the law merely by having them in their possession.

Potential consequences include fines ranging from €100 to €500 or more on the spot, along with potential criminal repercussions. To avoid any issues, travelers are advised not to carry nicotine pouches while visiting France.

The ban encompasses all products containing nicotine, whether synthetic or natural, intended for oral use, such as non-medicinal pouches, gums, lozenges, beads, pastes, strips, and liquids. However, smokeless tobacco products like chewing tobacco are exempt from this restriction.

Apart from the pouch ban, France is also tightening regulations on smoking. Smoking is now prohibited in various outdoor public areas like beaches, parks, school vicinity, outdoor sports venues, and bus stops. Violators may face fines ranging from €90 to €135, escalating to higher amounts if left unpaid.

Markus Lindblad, the Head of External Affairs at Northerner, highlighted France’s high smoking rate of around 23%, compared to the UK’s 12%. He pointed out that nicotine pouches can serve as a safer alternative to cigarettes, and their complete prohibition eliminates this choice for French smokers.

Lindblad criticized the ban for not including chewing tobacco, a known carcinogen. He suggested that if the French government aims to improve public health, they should consider regulating alcohol, which poses significant health risks, rather than banning nicotine pouches. He emphasized the need for strict regulations on nicotine pouches instead of an outright ban.
