“Families Demand Immediate Changes After Nursery Predator Sentencing”

Families of children who were victims of a heinous predator at a nursery are urging the Education Secretary to implement immediate changes. Bridget Phillipson is set to meet with parents of kids from Bright Horizons nursery on Finchley Road in London, following the sentencing of former employee Vincent Chan to 18 years in prison.

Chan, who was convicted in February for sexually abusing young children in what was described as a nightmare for parents, admitted to 26 charges, including several counts of child sexual assault. Some parents of Chan’s victims are pursuing legal action against Bright Horizons and are pushing for the nursery to face legal consequences.

The affected families are demanding better safeguarding measures in the early years sector, emphasizing that Chan’s crimes were enabled by safeguarding failures. They are seeking accountability for these failures and are determined to prevent similar harm to other children.

Among the proposed changes are the establishment of an early warning system for families and whistleblowers to report concerns to an independent body, the implementation of CCTV or body-worn cameras in nurseries, a mandatory two-adult supervision rule in larger settings, and stricter controls on the use of nursery-owned devices.

In response to the incident, Ms. Phillipson initiated a comprehensive local child safeguarding review to draw lessons from the case. She has pledged to eliminate abuse and ensure a safe environment for children. Additionally, plans are underway to form an expert advisory group to provide guidance on the appropriate use of CCTV and digital devices in the sector.

Law firm Leigh Day, representing 52 affected families, has taken legal action against Bright Horizons, highlighting concerns raised by parents about staff supervision and the perpetrator’s behavior towards children. The firm supports the families’ calls for improved safeguarding standards and early warning systems.

Following Chan’s conviction, Bright Horizons expressed its commitment to child safety, condemning Chan’s actions as deceitful and against the caring ethos of the nursery staff.
