Police are drawing attention to the risks associated with ‘off-road’ e-bikes following a teenager’s imprisonment for causing the death of an elderly woman. Billy Stokoe, 19, who concealed his identity with a balaclava, collided with 86-year-old Gloria Stephenson while riding a £4,000 Sur-Ron Light Bee X electric bike.
Authorities are urging the public to report any instances of e-bikes being operated recklessly on public streets, emphasizing that these bikes are only permitted on private property. When modified, these off-road bikes can accelerate from 0 to 60 mph in just 6.8 seconds.
Superintendent Billy Mulligan, who oversaw the investigation into Gloria Stephenson’s tragic death, emphasized the importance of alerting authorities to sightings of such bikes. He highlighted that many riders lack the necessary licenses and insurance, with these high-powered bikes often being gifts for occasions like Christmas and birthdays.
Mulligan stressed the legal requirements for operating such vehicles on public roads, cautioning that e-scooters fall under a separate category and must be registered and insured. He pointed out that the issue extends beyond the local region, posing a national concern.
Acknowledging the efforts of bystanders who assisted Gloria at the scene and encouraged Stokoe to surrender, Mulligan noted that public assistance and technological evidence played a crucial role in the investigation. He highlighted the community’s support and the vital initial aid provided to the victim.
Stokoe, found to be under the influence of a controlled substance, was seen on CCTV and doorbell footage riding dangerously on busy roads. Mulligan emphasized the significant risk posed by such actions, particularly when endangering pedestrians and other road users.
Law enforcement’s capabilities include specialized units to pursue and apprehend offenders using tactics like drones, covert pursuit, and DNA selector spray. Mulligan emphasized the importance of intelligence gathering in addressing these incidents.
The police will dismantle Stokoe’s bike as part of their response, underscoring their commitment to public safety.
