“Operation Opal Cracks Down on Shoplifters, 257 Arrests Made”

A specialized police unit formed two years ago to combat organized crime gangs profiting from retail theft has apprehended numerous shoplifters. Operation Opal has identified 605 offenders, leading to 257 arrests and the recovery of stolen goods worth tens of thousands of pounds. The convicted individuals have collectively received 118 years in jail sentences, with 22 criminals deported as well. The initiative was established in response to criticisms of inadequate enforcement against shoplifting within police forces and retail establishments.

Recent reports from the British Retail Consortium highlighted the targeted efforts of criminal groups towards shops, with over 5.5 million shoplifting incidents recorded last year, resulting in an estimated industry loss of £400 million. Operation Opal, funded by the Home Office, retailers, and policing agencies, works in collaboration to gather and scrutinize evidence, including CCTV footage and crime reports from all police forces in England and Wales.

Notable cases include Nicolae Boia, part of a gang responsible for 120 crimes across the UK, sentenced to nearly three years in prison, and Andrei-Theodor Cretu, who, along with Elena Gugulan, stole items exceeding £78,000 nationwide. Gugulan received a 40-month sentence, while Cretu, already serving a 16-month term, was imprisoned for an additional year.

The success of Operation Opal is evident through its support of 203 referrals, leading to 84 operations against organized crime groups targeting the retail sector. Stephanie Coombes, the Head of Intelligence for Opal, highlighted a 73% reduction in offending within the last year, showcasing the unit’s impact in disrupting high-harm networks.

The Home Office has allocated funding to combat retail crime, including £5 million to sustain Opal’s efforts until March 2028. Chief Constable Amanda Blakeman praised Opal’s crucial role in aiding police forces to collaborate with retailers effectively in combating nationwide offenders causing significant harm.

The Pegasus Partnership, initiated by PCC Katy Bourne, aims to enhance cross-agency cooperation through information sharing and best practices. Bourne, the Sussex Police and Crime Commissioner, commended the Opal team’s achievements in reducing crimes against the retail sector and dismantling high-harm crime networks. The collaborative efforts between law enforcement and the retail industry have yielded positive results in combating organized retail crime.
