His early departure from the position last year prompted the government to find a replacement.
In a series of letters, Zinger emphasized to Anandasangaree the critical need to fill the correctional investigator role promptly to avoid legal gaps and operational constraints within the office. He expressed frustrations over the government’s lack of action despite providing ample notice and urged for a timely replacement to maintain the office’s effectiveness and compliance with its mandate.
The delay in filling key government positions, as seen in Zinger’s case, has been a recurring issue, with vacancies or extended appointments affecting various organizations. While an interim investigator has been appointed, concerns remain regarding the long-term strategy and stability of the office without a permanent replacement. Kim Pate and Emilie Coyle, advocates for prisoners’ rights, have emphasized the urgency of appointing a permanent correctional investigator to ensure effective oversight and address pressing issues in the prison system. Opposition voices, including NDP public safety critic Jenny Kwan, have criticized the government’s handling of the situation, pointing out the lack of clarity on the appointment process and the potential impact on public safety and inmate rights.
