WHO Utilizes Mobile Data to Combat Ebola Spread

Health authorities combating the Ebola crisis in eastern Democratic Republic of Congo are employing de-identified mobile-phone data to track population movements and pinpoint potential virus transmission areas, as reported by the World Health Organization (WHO) and collaborating researchers. This innovative strategy, previously unused in Ebola responses, is vital as the WHO labels this the most rapidly escalating Ebola outbreak on record, with cases spanning six provinces and over 6,250 infections resulting in 3,039 fatalities since the outbreak’s declaration on May 15. This outbreak, the 17th in Congo, is caused by the Bundibugyo Ebola strain, lacking approved vaccines or treatments.

Given the virus’s spread, health officials are striving to forecast potential outbreak locations and allocate surveillance and response resources effectively. Acknowledging the significance of population movements in epidemics, Olivier Le Polain, the WHO Health Emergencies Programme’s epidemiology and analytics chief, emphasized the importance in the current epidemic. While conventional risk assessments focus on outbreak epicenters, analyzing mobility data enables responders to identify risks in areas that may be geographically distant but closely linked through travel patterns, such as Ituri province, a hub of mining activities and trade.

The mobile data analysis, conducted by Swedish non-profit Flowminder, utilizes anonymized records from mobile network connections to estimate travel patterns as people move across the country. Flowminder receives this data free of charge from Vodacom, Congo’s leading operator, without access to subscriber identifying information. Linus Bengtsson, Flowminder’s founder, highlighted the predictive aspect of understanding people’s movements in assessing infectious spread dynamics. The initial analysis by Flowminder tracked travel patterns from the outbreak’s suspected origins in Bunia, Mongbwalu, and Rwampara to neighboring provinces, where confirmed Ebola cases subsequently emerged.

Expanding their analysis as the outbreak progressed, Flowminder identified Kisangani, a crucial transport node, as a high-risk area due to its connectivity between eastern and western Congo. By mid-June, data indicated a significant risk of virus spread to Kisangani, prompting intensified operations before confirmed cases emerged. Subsequent studies have linked Kisangani to Kinshasa and other regions, emphasizing the potential for transmission to Congo’s capital and beyond. The WHO’s ongoing warnings about the outbreak’s expansion underscore the urgency of preparedness efforts and risk mitigation strategies.

Despite its insights, the analysis’s scope is limited by data solely from Congolese mobile networks, primarily Vodacom. Plans are underway to collaborate with additional operators to enhance data coverage and granularity for more comprehensive outbreak response planning.
