Council Worker Embezzles £900k for Lavish Lifestyle

A council worker was labeled as deceitful for embezzling close to £900,000 from the accounts of vulnerable benefit recipients to support a lavish lifestyle. Richard Shaw, a 46-year-old fraudster, diverted the funds to his personal accounts while employed in Bolton Council’s financial protection department from 2015 to 2023. Investigations revealed multiple bank transfers in 2023 amounting to £893,296 directed to nine accounts under his name. Upon searching Shaw’s residence in Bolton, authorities seized two BMW cars valued at approximately £120,000 along with computers and bicycles.

Subsequently arrested on charges of abusing his position and money laundering, Shaw was found to have spent around £100,000 on acquiring a holiday lodge in Ribble Valley, Lancashire, and nearly £18,000 on enhancing his garden. The court uncovered that Shaw disbursed over £53,000 to various women with suggestive references like “treat” and “allowance,” making weekly payments in the hundreds of pounds. Shaw was terminated for gross misconduct.

Having pleaded guilty to one count of fraud through misuse of authority, Shaw received a sentence of four years and eight months in prison. Following the verdict, CPS prosecutor Stephanie Pendered remarked on Shaw’s betrayal of trust towards the vulnerable individuals he was tasked to assist. Detective Sergeant Daniel Sanchez of GMP’s economic and cyber crime unit highlighted Shaw’s breach of trust by diverting clients’ funds to his personal accounts and noted that efforts would be made to recover the remaining stolen money through a proceeds of crime hearing.

Bolton Council spokesperson emphasized their stringent anti-corruption measures and collaboration with law enforcement to address the severity of Shaw’s criminal actions. The council affirmed that any financial losses incurred by individuals due to the fraud had been reimbursed, underscoring the isolated nature of Shaw’s misconduct within an otherwise dedicated and ethical workforce.
