Labour’s housing leader has announced a significant overhaul of housing regulations aimed at enhancing the living conditions of 20 million renters. Steve Reed introduced key changes to housing decency standards, such as mandatory child-resistant window restrictors to prevent dangerous falls, addressing leaking roofs, and adopting a zero-tolerance policy towards mold.
Landlords will be legally obligated to rectify issues that pose health risks to tenants, endanger children, and increase energy costs. Housing Secretary Mr. Reed emphasized the importance of ensuring safe and habitable homes for everyone, stating that these updates will positively impact the daily lives of millions of individuals nationwide.
This initiative marks the first revision of the Decent Homes Standard since 2006, introducing compulsory child-resistant window restrictors to prevent accidents. The new regulations will hold landlords accountable for addressing a broader range of safety hazards, including damp and mold problems.
The reforms will also honor Awaab’s Law, named after two-year-old Awaab Ishak who tragically passed away due to mold exposure in their family’s flat in Rochdale. Disturbing statistics reveal that a quarter of a million children currently reside in social housing units affected by damp conditions.
Under the updated guidelines, landlords will be required to promptly repair leaking roofs, regardless of their age, as over 400,000 social housing households currently do not meet decency standards. Starting in 2030, social housing providers must upgrade properties to meet new energy efficiency requirements, with increased financial support provided to councils, housing associations, and other entities to accelerate housebuilding efforts.
