“Mother of Slain PC Harper Decries Potential Early Release”

The mother of PC Andrew Harper expressed dismay at the prospect of her son’s killers being eligible for early release despite the exclusion of certain offenses from the government’s sentencing reforms. Prime Minister Andy Burnham revealed that serious crimes like rape and child sexual offenses would not be covered by the scheme, but this decision has faced backlash due to its implications for PC Harper’s case.

Debbie Adlam, PC Harper’s mother, shared her disappointment, stating that the family feels let down by the justice system once again. PC Harper tragically lost his life while responding to a quad bike theft in Berkshire in 2019, with his killers dragging him to his death as they fled the scene.

The driver of the car, Henry Long, received a 16-year sentence and would not benefit from the new scheme. However, Jessie Cole and Albert Bowers, passengers in the vehicle, could be released early after serving half of their 13-year sentences. Adlam communicated that Justice Secretary Alex Norris had explained the situation to her over the phone.

Adlam criticized the decision, highlighting the impact on victims’ families like hers. Thames Valley Police Chief Constable Jason Hogg expressed disappointment at the government’s approach, emphasizing the demoralizing effect on law enforcement and emergency service workers.

The Sentencing Act, which recently became law, allows for earlier release for certain offenders, triggering concerns over public safety and justice. Burnham’s announcement to exclude specific crimes from the scheme aims to address these concerns and enhance community supervision for released offenders.

Lissie Harper, PC Harper’s widow, condemned the early release of killers as an injustice and betrayal. Justice Secretary Norris acknowledged the public outcry and expressed regret over the necessary measures to prevent prison overcrowding. The adjustments to the release scheme aim to balance the need for prison spaces with the concerns of victims and their families.
