Chancellor Rachel Reeves informed Parliament that only £10.3 billion of the total sum had been allocated so far, with the remaining £4.7 billion set to be finalized in a forthcoming budget announcement.
Despite comparisons to an “unexploded bomb” by a Burnham supporter, Defence Secretary Dan Jarvis dismissed the notion that the funding gap would pose a significant challenge for the new Makerfield MP.
During a significant speech on Monday, Burnham outlined his vision for his potential Premiership, emphasizing a commitment to initiating the most extensive council housing construction effort since the aftermath of World War II. Additionally, he pledged to decentralize power by empowering mayors and local leaders, arguing that sustainable growth must originate from grassroots initiatives rather than top-down directives from Whitehall.
With no contenders stepping forward to challenge Burnham for the leadership position, he stands poised to assume the role of Prime Minister in mid-July.

In the midst of mounting pressure, Keir Starmer faces scrutiny over the £4.7 billion deficit in the Defense Investment Plan, casting a shadow over the funding allocation. The revelation of the significant funding gap, amounting to nearly one-third of the total budget, is anticipated to necessitate additional financial measures, including potential tax increases or spending cuts.
Defending the funding gap, Minister Luke Pollard justified the situation as standard practice, emphasizing that the shortfall would be addressed through various financial mechanisms. He also acknowledged that the delayed improvements to military housing were a deliberate decision to prioritize military readiness.
The identified funds for the defense plan largely stem from reductions in other departmental budgets, with the Department for Transport and the Department for Energy Security and Net Zero expected to contribute significant savings. Additional funds are earmarked for international commitments and internal reallocation within the Ministry of Defence.
