Unpaid Caregivers Facing Repayment Demands Get Relief

Thousands of unpaid caregivers facing repayment demands due to complex earnings regulations are in line for reductions, cancellations, or refunds of their debts.

The Carer’s Allowance, valued at £86.45 per week, is granted to individuals providing at least 35 hours of care per week to someone receiving specific benefits like Personal Independence Payment.

Some caregivers were unexpectedly asked to reimburse substantial amounts to the Department for Work and Pensions (DWP) and experienced significant financial strain after unintentionally surpassing an earnings threshold known as the “cliff edge.”

While it is permissible to work and receive Carer’s Allowance concurrently, exceeding the income limit, even marginally, results in the loss of entitlement to the allowance.

Charities criticized this process as confusing, especially for individuals with fluctuating weekly earnings.

Previously set at £151 per week post-tax, National Insurance, pension contributions, and allowable expenses, the earnings limit was raised to £196 in April 2025 and further to £204 in April 2026. The DWP intends to review over 200,000 cases.

Approximately 25,000 caregivers may witness reductions in their debts, complete cancellations, or refunds if repayments have already been made. Most caregivers will not need to contact the DWP unless further information is required.

This initiative comes following the acceptance of 38 out of 40 recommendations from the independent Sayce Review on Carer’s Allowance overpayments in November 2025. The review highlighted unclear guidance on averaging irregular earnings between April 2015 and September 2025.

Secretary of State Pat McFadden stated, “We inherited a flawed system that caused unpaid caregivers to accumulate debt unjustly, a situation we are committed to rectifying. That’s why we have embraced the majority of the Sayce Review’s suggestions and are actively implementing them, starting with the reassessment of cases affected by unclear guidelines.”

Helen Walker, Chief Executive of Carers UK, expressed satisfaction with the government’s efforts to address past shortcomings and provide appropriate redress to caregivers. The reassessment process is deemed a crucial step in addressing systemic issues.

As the 50th anniversary of Carer’s Allowance approaches, the government is exploring additional reforms to better support and acknowledge the contributions of unpaid caregivers while safeguarding them from financial difficulties.
