According to Kaupo Rosin, the head of Estonia’s foreign intelligence service, Russian President Vladimir Putin is receiving misleading information about his troops’ performance on the front line. Rosin suggests that Putin aims to outmaneuver the United States in negotiations to end the conflict and subsequently bolster military units and troop numbers near NATO borders.
