A Mexican man detained by ICE was hospitalized after suffering severe facial and skull injuries, with immigration officials alleging that he caused the harm to himself. Alberto Castaneda Mondragon, in ICE custody, supposedly attempted to escape while handcuffed and intentionally collided headfirst with a solid surface, as per court records. Despite ICE’s version of events, medical professionals at Hennepin County Medical Center in Minneapolis raised doubts about the plausibility of the agents’ narrative. Medical examinations revealed that the extensive fractures and brain hemorrhaging in the 31-year-old could not have resulted from merely running into a wall.
During Mondragon’s hospitalization, ICE officers reportedly altered their explanation of how he sustained his injuries. A federal officer mentioned to medical staff that Mondragon was severely injured after his arrest, contradicting the initial claim. Mondragon’s arrest came a day after ICE agent Jonathan Ross fatally shot Renee Good, a mother of three.
Court documents indicated a discrepancy in how Mondragon’s injuries were described, with an immigration officer asserting that emergency medical treatment was necessary due to a head injury during his detention processing. Following his arrest, Mondragon was swiftly taken to the emergency room with significant facial bruising and bleeding, leading to the discovery of multiple skull fractures and critical brain hemorrhages.
After being transferred to HCMC, Mondragon initially communicated his mistreatment by federal agents but later deteriorated. Despite being heavily sedated and disoriented, a U.S. District Court judge eventually ordered his release from ICE custody over two weeks after his arrest.
Mondragon’s abrupt discharge from the hospital surprised many, including his older brother, Gregorio, who revealed Mondragon’s background as a roofer from Veracruz, Mexico. Mondragon, who legally entered the US in 2022 with no criminal record, founded a construction company in St. Paul the following year. His lawyers argued that he was unjustly targeted by ICE and only discovered to have overstayed his visa post-arrest.
Expressing concerns over Mondragon’s future care, his family highlighted his memory loss and uncertain work prospects given his condition. Hospital staff criticized the continuous presence of armed ICE agents, expressing discomfort and distrust towards their untrained conduct. Amidst growing criticism, ICE faces scrutiny over its enforcement tactics, including recent deadly incidents involving its agents.
