UK Enacts Landmark Law to End Cigarette Sales

A momentous legal milestone has been achieved in the UK today with the enactment of a groundbreaking law to gradually eliminate the sale of cigarettes. The Tobacco and Vapes Act sets forth a significant phase-out of tobacco sales to individuals born on or after January 1, 2009. Following the bill receiving Royal Assent, Cancer Research UK released research findings estimating that approximately 13 million children currently alive in the UK will never legally purchase tobacco.

Wes Streeting, the Health Secretary, stated, “This legislation signifies a pivotal moment for the country’s health. By breaking the cycle of tobacco addiction for future generations, we are taking a bold step to proactively prevent diseases before they even manifest.”

Cancer Research highlighted that if the law has the intended impact, the UK could see a reduction of up to 10 million cigarettes smoked daily by 2040, making the country the first major nation to prohibit the sale of tobacco products to future generations.

Michelle Mitchell, the CEO of Cancer Research UK, commented, “This marks a truly historic accomplishment that will contribute to saving and enhancing lives. With this new legislation, we are advancing towards a future where children will grow up shielded from the lifelong dangers of tobacco.”

The UK is leading the way as the first major nation to implement the gradual elimination of tobacco product sales. While the Maldives initiated a similar move last year, New Zealand followed suit but later repealed the legislation.

Smoking remains the primary preventable cause of death, accounting for approximately 80,000 deaths annually in the UK and serving as a major catalyst for cancer, heart disease, and stroke. Over the past decade, an estimated 800,000 individuals in the UK have succumbed to smoking-related causes.

Under the new law, government estimates forecast a decline in the total number of smokers aged 14 and above from 5,502,164 in 2023 to 701,167 in 2056, further dropping to less than 1,000 by the end of the next century. Additionally, projections suggest that around 154,800 deaths could be averted in England by 2100.

Professor Sir Chris Whitty, the chief medical officer for England, emphasized, “Cigarettes strip away choice by ensnaring individuals in addiction, and most smokers regret ever starting but find themselves trapped.”

The Health Foundation noted that one in five individuals in less affluent communities still smoke, in stark contrast to one in 20 in wealthier regions of England.

Each year, smoking leads to over 400,000 hospital admissions in England, incurring an annual cost of £1.8 billion for the NHS. Action on Smoking and Health (ASH) estimates that smoking imposes a £27.6 billion burden on the economy annually, with approximately 5.3 million people in the UK continuing to smoke.

Charmaine Griffiths, the CEO of the British Heart Foundation, hailed the development as a monumental moment for public health, celebrating the lives that will be saved for generations to come.

Charities and advocates stress the importance of stringent enforcement of the comprehensive act and adequate funding for support services to assist individuals in quitting.

Initially introduced during the previous Conservative administration, the bill faced strong opposition from current Tory leader Kemi Badenoch, who criticized it as the “least conservative policy.” The policy was championed by the Labour party and eventually enacted into law.

Former Prime Minister Rishi Sunak expressed delight at the adoption of the smoke-free generation policy, emphasizing its potential to eradicate smoking within a generation and improve the overall health and longevity of the population.
