“Teenage Proxies for Foreign States: Terrorism Threat Grows”

Counter Terrorism Police have disclosed that individuals as young as 15 have been apprehended for serving as proxies for foreign states like China, Russia, and Iran. These young recruits are perceived as cost-effective and easily replaceable assets by these nations. National Coordinator Vicki Evans of Counter Terrorism Police emphasized the prevalence of this tactic and urged the public to be vigilant.

Evans highlighted the diverse profiles of proxies and the subtle nature of their recruitment. She warned that individuals may unknowingly become targets in various settings, including workplaces and homes, as recruiters disregard geographical boundaries. Addressing young people involved in proxy activities, she cautioned that they would face legal consequences alone.

Recent sentencing data revealed that five individuals had received over 50 years in prison collectively since December 2023 for their involvement in proxy activities. Evans made these statements during a press briefing following the approval of the National Security (State Threats) Bill, granting the Home Secretary additional powers to combat hostile activities by foreign states and their proxies.

Home Secretary Shabana Mahmood emphasized the government’s commitment to safeguarding the country and communities against threats posed by aggressive foreign states. The new legislation aims to dismantle and deter hostile activities, empowering law enforcement and intelligence agencies to counter foreign influences and safeguard democratic values.

The enactment of the National Security Act 2023 has equipped police and intelligence agencies with enhanced tools to detect and disrupt hostile activities, leading to successful convictions. Notable cases include the prosecution of individuals linked to Russia for an arson attack in east London and targeting of Hong Kong residents in the UK.
