Andy Burnham’s Tax Plans: Economy, Borrowing, and National Debt in Focus

Amid high expectations surrounding Andy Burnham’s forthcoming assumption of the Prime Minister role, there are significant inquiries about tax implications under his leadership. Transitioning from Keir Starmer, the UK economy showed strong growth in the first quarter, but experienced slight declines in subsequent months. National borrowing is on the rise, leading to substantial interest charges, pushing public debt towards the £3 trillion threshold.

Burnham has indicated adherence to Labour’s manifesto, vowing not to increase income tax, VAT, or national insurance. However, these taxes constitute a significant portion of overall tax revenue, limiting potential adjustments. Potential tax revisions might be unveiled during the autumn Budget, with a focus on recalibrating business rates. Burnham proposed raising taxes on large warehouses to fund cuts for pubs and small businesses, as part of his campaign for the Makerfield MP seat.

While income tax hikes are unlikely, attention may shift towards adjusting tax thresholds and brackets. Freeze extensions on tax thresholds have drawn criticism for affecting income growth, despite generating substantial Treasury revenue. The “triple lock” pension pledge, ensuring annual pension increases, remains a contentious issue, with calls for potential reforms.

Capital gains tax reform is also under scrutiny, with suggestions to align it with income tax rates. Discussions on a potential wealth tax have gained traction, with Burnham open to the idea but emphasizing unity over division. Overhauls to property taxes, including council tax and stamp duty, are on the agenda, aiming for a fairer and more efficient system.

Proposals to tax big banks more heavily for their profits have surfaced, with differing opinions on the impact of such measures. Addressing tax gaps and enhancing tax compliance, especially among small businesses, could bolster Treasury revenues but require complex and time-consuming efforts.
