Andy Burnham has made the decision to halt the early prisoner release initiative in a significant move. This program was established to address the issue of overcrowded prisons left by the previous government but faced criticism from PC Andrew Harper’s widow recently.
In an announcement today, the new Prime Minister emphasized the importance of public safety, stating that all necessary steps will be taken to ensure it. The implementation of the planned changes scheduled for September has been put on hold until a thorough review is conducted to minimize risks to the public.
Acknowledging the concerns raised, the Prime Minister mentioned that a review of the policy will take place, particularly in light of objections to the potential release of PC Harper’s offenders, Jessie Cole and Albert Bowers. Both individuals were involved in the incident where PC Harper, 28, was dragged to his death while responding to a burglary. Despite their manslaughter convictions in 2020, they faced the possibility of early release.
Notably, the driver in the case, Henry Long, does not qualify for early release under the current criteria. Lissie Harper, the widow of PC Harper, expressed her dismay at the prospect of early prisoner release, highlighting the need for justice and accountability towards victims.
The early release scheme was originally introduced due to a critical shortage of prison spaces during Labour’s governance in 2024, prompted by riots raising concerns of prisons reaching full capacity. Changes in the Sentencing Act now allow for prisoners serving determined sentences to be released after one-third of their term, with violent or sexual offenders eligible for release at the halfway mark.
Released prisoners are subject to strict conditions, including curfews and electronic monitoring, to ensure compliance. Labour defended the initiative as a necessary response to the pressing prison space shortage at the time.
Justice Minister Jake Richards previously defended the early release policy, highlighting its role in preventing court operations from halting due to overcrowding. The policy aimed to ensure the continued functioning of the justice system and the delivery of justice to victims and offenders.
