The head of the Police Federation has issued a legal threat against the Government to block the early release of PC Andrew Harper’s killers from prison. Aileen O’Connor, who leads the organization representing officers in PC Harper’s former unit, expressed concerns about the potential release of Jessie Cole and Albert Bowers, stating it would deeply affect the morale of officers in the area.
PC Harper, a member of Thames Valley Police, tragically lost his life in August 2019 while responding to a quad bike theft in Sulhamstead, Berkshire. The incident involved him being caught in a car strap and dragged along a road by three teenage suspects fleeing the crime scene.
Cole and Bowers were convicted of manslaughter a year later and received 13-year sentences. They are eligible for early release halfway through their terms, unlike the driver of the vehicle, Henry Long, who received a longer sentence and is not eligible for early release.
While the Government recently announced certain offenses exempt from early release, including rape and serious child abuse, other offenders could still be released sooner than originally planned due to prison capacity issues. Justice Secretary Alex Norris acknowledged the challenges faced by families affected by the early release scheme, attributing some responsibility to past government failures.
A legal challenge is being prepared by the Police Federation to prevent the early release of PC Harper’s killers, aiming to uphold his legacy and support other victims across the country. Ms. O’Connor criticized the government’s decision as a betrayal to the law enforcement community and a disservice to those risking their lives for public safety.
Additionally, a petition initiated by the Police Federation has gained significant support, highlighting concerns about the potential early release of offenders, including historical child sex abusers. The government has excluded rapists and serious child sex offenders from the early release scheme following a review initiated by Prime Minister Andy Burnham.
Despite efforts to expand the exemptions, constraints on prison capacity limit the scope of exclusions. The late changes to the policy have drawn criticism from the Prison Governors’ Association, citing increased pressure on prison staff and a higher likelihood of errors. The government plans to create new prison spaces in the coming years to address these challenges.
Mr. Norris has apologized to impacted families, including PC Harper’s relatives, emphasizing the government’s commitment to navigating the complexities of the criminal justice system while ensuring public safety.
