The Canadian government is intensifying its connections with Beijing as per reports from the Chinese government, indicating a “frank” discussion on military matters with Canadian officials recently. The meeting, held in Canada on September 4, comes after a period of strained diplomatic relations, sparking concerns among Conservatives who oppose military collaboration with China. Last week, China’s defense ministry disclosed that the two nations conducted their fifth defense coordination dialogue, a report later confirmed by Canada’s Defense Department.
According to a news release, the discussions involved a candid and comprehensive exchange of views on international and regional issues of mutual interest, emphasizing the desire to enhance practical exchanges and cooperation between the two militaries to foster mutual understanding and trust. Since 2018, Ottawa has refrained from engaging in military exercises or cooperation with the People’s Liberation Army, a decision made during a diplomatic crisis involving the detention of two Canadians by Beijing.
The Chinese Embassy in Ottawa described the meeting as the resumption of military talks after eight years, a statement not confirmed by Canada’s Department of National Defence. Instead, the department issued a press release stating that the meeting supported ongoing military communications at the operational level. It emphasized Canada’s commitment to safeguarding the safety of its citizens and strategic interests, noting that Canada does not publicize working-level meetings by officials as a standard practice.
The Defense Department highlighted the Carney government’s approach to establish “guardrails” in its relations with China, delineating specific areas for deeper cooperation and areas, such as defense, where cooperation is not sought. Conservative Leader Pierre Poilievre expressed skepticism, citing previous statements by Carney labeling China as Canada’s greatest global threat. Poilievre criticized the defense coordination talks with Beijing, questioning the lack of transparency and expressing opposition to military cooperation with a regime accused of hostile actions against Canada.
In early 2024, Canadian military officials disclosed their efforts to enhance dialogue with Chinese counterparts, following an incident in early 2023 involving a high-altitude balloon allegedly originating from China and crossing American and Canadian airspace. The incident prompted Canadian officials to shift from confrontational exchanges to rebuilding relationships with China. China’s ambassador at the time cited challenges in this endeavor, pointing to Canada’s navigation of navy ships through the Taiwan Strait, emphasizing the importance of mutual respect.
