Thousands more students will now have the opportunity to purchase discounted train tickets as the eligibility for railcards has been extended. In a move to support young individuals, the government has declared that the 16-17 Saver Railcards will remain valid for a full year starting from the purchase date, rather than expiring when the cardholder reaches 18 years old.
Effective from August 17, these adjustments will allow young people to utilize the railcard until the day before their 19th birthday. This means that they can apply for a new annual railcard up to the day before turning 18, ensuring it can be used for an entire 12-month period.
The 16-17 Saver Railcards, accessible to students and trainees, are priced at £35 per year and offer a 50% discount on rail fares to assist young commuters traveling to school, college, or work. Additionally, a separate 16-25 Railcard provides a one-third reduction in rail prices.
Previously, due to existing regulations, over 70,000 students each year missed out on the maximum available discount, resulting in an average loss of £175, according to the Department for Transport. Transportation expenses represent one of the barriers that young people encounter when entering the workforce. The aim is to facilitate increased access to discounted rail fares, coupled with the upcoming introduction of a £2 bus fare cap by Andy Burnham next year, to enable more young individuals to access various opportunities.
Rail Minister Lord Peter Hendy expressed satisfaction with the change, highlighting its support for young people and families in reducing travel costs during crucial stages such as pursuing further education, vocational pathways, or entering the job market. Emphasizing the importance of fair and affordable travel, Lord Hendy stated that these modifications align with the vision for Great British Railways, focusing on simpler fares and prioritizing passengers’ needs.
These modifications are part of a series of fare and ticketing reforms preceding the launch of Great British Railways. The expansion of contactless options like Pay-As-You-Go and trials of innovative digital ticketing beyond London to regions such as Manchester, Yorkshire, and the East and West Midlands is underway.
Plans are also in progress to develop a GBR website and app, serving as a comprehensive platform for passengers to purchase tickets, check train schedules, and claim Delay Repay benefits. The updated rules bring the 16-17 Saver Railcard in line with other youth railcards, allowing passengers to purchase the 26-30 Railcard the day before their 31st birthday, remaining valid for a full year.
Jacqueline Starr, Executive Chair & Chief Executive of the Rail Delivery Group, emphasized the importance of enabling young customers to benefit from the savings of the 16-17 Saver throughout their academic year, even if they turn 18 during that period. This change offers greater flexibility, ensuring that young individuals can enjoy 50% off rail travel during their educational journey.
Kaynat Ahmad, Vice President Further Education at the National Union of Students, highlighted the significance of the 16-17 Saver in supporting young people reliant on trains for commuting to educational institutions or work. Extending the savings beyond the 18th birthday addresses financial pressures associated with commuting, providing more opportunities for young individuals to benefit from discounted rail travel.
The government’s commitment to addressing the challenges faced by young people through initiatives like the extension of the 16-17 Saver and the introduction of a capped bus fare of £2 is welcomed by various stakeholders. By alleviating transport cost barriers, these measures aim to enhance accessibility to education, employment, and training for young individuals.
