During the inquiry, it was revealed that three separate referrals were made to the Government’s counter-terrorism program, Prevent, regarding the attacker’s conduct leading up to the incident, along with multiple calls to the police. The initial phase of the inquiry, focusing on policing, the criminal justice system, and the various agencies involved prior to the attack, is set to be released on Monday.
Rudakubana’s parents immigrated from Rwanda, and he was born in Cardiff, moving to Southport with his family at a young age in 2013. Starting at The Range High School in Formby at the age of 11 in 2017, his troubling behavior began to surface.
The inquiry timeline highlighted key events:
– In October 2019, Rudakubana contacted Childline expressing violent thoughts, leading to enrollment in a pupil referral unit after admitting to taking a knife to school.
– By November 2019, the first Prevent referral was made due to his interest in school shootings, resulting in his exclusion.
– In December 2019, he assaulted a pupil and was found with a knife, facing a referral order.
– Subsequent years saw further concerning behavior, including researching terror-related topics and incidents at home, leading to repeated safeguarding referrals.
On July 29, 2024, Rudakubana carried out the fatal stabbings at the Taylor Swift dance event in Southport, leading to his arrest and the discovery of weapons and harmful substances in his possession. The inquiry aims to shed light on the series of events that culminated in this tragic incident.
