Burnham and his small team have slightly over three weeks to solidify a governmental agenda, assemble his Cabinet, establish a new No10 team, and set up a communication strategy. Various stakeholders, including MPs, trade unions, and think tanks, are bombarding him with suggestions, while current ministers vie to retain their positions.

Presently, he holds the spotlight in Westminster, but the duration of his popularity hinges on his subsequent actions. On Monday, Burnham will unveil a glimpse of his potential administration during a significant address in Manchester. Central to his speech will be a transformative decentralization of power away from Westminster, empowering mayors with additional authorities and resources, alongside a pledge to establish a “No10 in the north.”

This core philosophy is expected to underpin his leadership. His nearly nine-year tenure as Mayor of Greater Manchester has fueled his stance on the inequalities between England’s regions, particularly the dominance of London and the South East. In his 2024 publication ‘Head North,’ Burnham emphasized the need for a more balanced approach that empowers local leaders to foster a functional and equitable nation.

The historical context is crucial. While Boris Johnson’s pledge to level up Britain fell short, Rishi Sunak’s subsequent efforts were marred by questionable decisions. Keir Starmer’s government initiated this endeavor, leaving Burnham with the task of substantiating his intentions.

Ed Miliband, a key advisor to Burnham, is a leading contender, with his appointment potentially signaling a more progressive direction. Selecting a Foreign Secretary will be a pivotal decision, with speculations about David Miliband’s return to Government. Burnham, an experienced politician with a history of Cabinet roles and the Greater Manchester mayoralty, faces a tight timeframe to finalize his plans.
