London Teen Radicalizes Online, Creates Terrorist Cyber Manual

A young individual residing in London openly endorsed extremist beliefs online before compiling a cybersecurity manual for a terrorist organization.

Yusuf Shah, hailing from Ilford, east London, initiated discussions on religion via social media at the age of 13 in 2021. By the subsequent year, he began expressing support for activities conducted by terrorist factions like Al Qaida and Tehrik-e-Taliban.

Subsequently, at the age of 18, he shared his technical expertise with these organizations, offering guidance on cybersecurity measures and techniques to evade detection while conducting cryptocurrency transactions.

In January 2024, Shah, then 16, was detained at London Heathrow Airport under the Terrorism Act’s schedule 7. Authorities confiscated his mobile phone, computer, and USB storage devices, which were examined following a search of his residence in April of the same year.

Examination of data from Shah’s phone revealed his access to an Al Qaida-published online magazine, containing practical instructions for executing various acts of terrorism. Additionally, Shah had downloaded manuals detailing bomb-making procedures and weapon usage instructions.

Commander Helen Flanagan, leading Counter Terrorism Policing (CTP) London, highlighted Shah’s radicalization at a young age, emphasizing the concerning trend of youths accessing dangerous terrorist content online.

Shah also participated in Telegram chat groups supporting terrorist causes globally, positioning himself as a tech-savvy individual willing to assist with computer-related matters in line with their violent ideologies.

He advised group members to utilize a specific untraceable cryptocurrency to contribute to Al Qaida, resulting in a donation of $1,376.51 (£1,028.60) made through his recommended security measures.

Following a trial at Kingston Crown Court, Shah was found guilty and remanded in custody pending sentencing on September 16.
