Police officers at Bethel Street Police Station in Norwich were recorded making derogatory comments and discussing unlawfully stop-searching Black individuals. The officers seized a camera from a protester and inadvertently recorded themselves joking about mistreating suspects and engaging in discriminatory practices. One officer was heard mentioning illegal stop-searches on Black females, followed by a racially insensitive remark. Norfolk Constabulary acknowledged that the recordings could harm public trust in law enforcement, although they claimed to have found no proof of biased behavior during their internal review.
The incident stemmed from a protest in January 2023, where animal rights activist Gemma Barnes accused an officer of pushing her to the ground and confiscating her bodycam. Subsequently, recordings from the confiscated camera revealed officers making disparaging comments about protesters, including mocking a physical altercation involving Gemma. Despite Gemma filing a complaint about the incident, the internal investigation resulted in minor disciplinary actions against three officers, prompting Gemma to initiate legal action against Norfolk Constabulary.
The controversy originated from a demonstration concerning the mistreatment of a pigeon in Norwich town center, where an elderly man was seen on CCTV fatally injuring the bird. Animal rights activists petitioned for legal action against the man, leading to tensions between the activists and law enforcement. Gemma’s subsequent arrest during a protest triggered a trial, resulting in her acquittal in November 2023.
The released recordings also captured officers making derogatory remarks about a transgender protester and joking about using force during protests. Gemma’s lawyer condemned the behavior displayed in the recordings, emphasizing the need for accountability within law enforcement. Norfolk Constabulary responded by acknowledging the ongoing investigation into the circulated footage and promising appropriate action based on the findings to uphold public confidence in the police force.
