Prince Edward Island has decided not to participate in a federal initiative that would allow rural employers to hire additional low-wage temporary foreign workers. Ottawa had announced in March an increase in the cap on low-wage TFWs for rural employers in certain regions due to ongoing labor shortages. Despite this, Prince Edward Island stated that, based on the needs of local employers, they did not see the need to partake in the temporary measures at this time.
Louis-Philippe Gauthier, the Atlantic vice-president of the Canadian Federation of Independent Business, expressed disappointment over Prince Edward Island’s decision. He highlighted that local job positions, particularly in accommodation and food services, were not attracting enough applicants, leading to a need for migrant workers. The province indicated that the federal measure would have impacted 14 employers and around 46 positions, mainly in accommodation and food services.
Additionally, CFIB emphasized the essential role of temporary foreign workers in sustaining business operations, especially in sectors like restaurants and customer service. The Greater Summerside Chamber of Commerce echoed concerns, suggesting that the province’s choice could further strain small and medium-sized businesses struggling with recruitment and retention challenges.
Gauthier emphasized that the reliance on TFWs is not solely due to cost factors but also stems from demographic shifts and job preferences among the local workforce. He debunked the notion that increasing wages could resolve the labor shortage issue, emphasizing the multifaceted nature of the problem.
Advocates for migrant workers, like Joe Byrne, noted that while fewer TFWs might reduce vulnerabilities for workers, reforms are needed in the TFW program to protect workers from exploitation and provide pathways to permanent residency for a more stable work environment.
