“Record 5.6 Million Penalty Points Issued to UK Drivers in 2025”

A new report reveals that drivers accumulated a record 5.6 million penalty points on their licenses in the past year due to a rise in road offenses. This figure, averaging over 15,000 points daily, marks the highest annual total ever recorded. The increase from 5.4 million points in 2024, 4.86 million in 2023, and 4.5 million in 2022 suggests that drivers could have faced fines totaling nearly £200 million in the previous year.

Official data under Freedom of Information laws from the DVLA indicates a significant uptick in endorsements, with 1.53 million instances in 2025 compared to 1.32 million two years earlier. These endorsements covered drivers receiving between one and 11 points for various violations, including speeding, mobile phone use, insurance breaches, and careless driving.

Speeding violations, predominantly detected through speed camera technology, were the primary contributor to the escalating penalty point totals. Notably, drivers accrued three million points for exceeding speed limits on public roads, while motorway speeding offenses and driving without insurance added 730,000 and 475,000 points, respectively.

Other offenses, such as failing to provide information on the identification of an alleged offender and using a phone while driving, resulted in 350,000 and 230,000 points, respectively. These five categories combined to generate nearly five million penalty points in a single year, reflecting the impact of speed cameras and automated enforcement systems on road safety compliance.

Jack Cousens, The AA’s head of roads policy, emphasized the role of advanced camera technology in law enforcement, urging drivers to adhere to regulations. He noted that while some offenders may attempt to evade penalties, the data demonstrates increased prosecutions. Cousens highlighted the need for visible police presence on roads to enhance compliance and stressed drivers’ responsibility while driving.

The report highlighted that three-point endorsements remained the most common punishment, accounting for over 1.33 million offenses and more than 4.27 million penalty points last year, up from 1.1 million offenses and 3.5 million points in 2023. The rise was mainly driven by lower-level endorsements, particularly from speeding offenses detected through cameras and automated systems. Despite this, numerous drivers faced severe penalties, including thousands with eight-point or ten-point endorsements.

Accumulating 12 or more points within a three-year period can lead to driving disqualification under the totting-up system. Over the past two years, the issuance of penalty points across all categories has surged by approximately 15%, rising from 4.86 million in 2023 to 5.59 million in 2025.
