“Teen Extremist Sentenced to 13 Years for Terror Plot”

A 19-year-old Islamic extremist has been sentenced to over 13 years in prison for admitting to planning a terrorist attack involving a gun and attempting to journey to a training facility in Somalia. Muhammad Billal, hailing from Nelson, Lancashire, was apprehended at Manchester airport in November 2024 while trying to board a flight to Dubai. In February of the following year, he faced charges of two counts of preparing terrorist acts and four counts of gathering information likely to support terrorism.

During a court session at the Old Bailey, almost a year after his guilty plea, Billal received a sentence of 13-and-a-half years in custody, with an additional five-year license term from Mrs. Justice Cheema-Grubb. The judge remarked that Billal had expressed intentions to harm the public and had a desire to be killed by law enforcement, emphasizing that there was a real risk of him carrying out the planned attack.

Evidence presented in court revealed Billal’s consistent engagement with materials from the Islamic State (IS) and his public declarations of support for the organization throughout 2024 until his arrest. His activities included justifying IS actions online and acquiring IS training manuals, in addition to researching shooting ranges and procuring a firearm on the dark web using cryptocurrency. Furthermore, Billal conducted virtual surveillance of potential attack sites, such as churches, synagogues, busy train stations, and Manchester United’s stadium.

Billal took active steps to travel to Somalia between October and November 2024 after establishing contacts online. He sought advice on leaving the UK discreetly, altered his appearance, eliminated extremist content from his phone, purchased clothing, equipment, and online tickets, and secured a visa to enter Ethiopia with the aim of crossing into Somalia via Dubai.

In his defense, Andrew Morris portrayed Billal as a vulnerable individual who had been influenced as a teenager after relocating to the UK from Italy with his family. The judge acknowledged that Billal sought a sense of belonging and camaraderie through extremist ideology, but refuted claims that he had been manipulated.

Despite indications of a shift away from extremist beliefs while in prison, Billal was still classified as a “high risk” for future terrorist-related activities. Notably, prison authorities discovered an IS flag image in his cell in April of the previous year. Billal confessed to all six offenses in July of that year, admitting to the seriousness of his actions and expressing gratitude for being apprehended before causing harm.

This incident underscores the ongoing challenges posed by individuals radicalized by extremist ideologies and the critical need for vigilance in combating terrorism.
