UK to Launch High-Security Units for Violent Prisoners

The UK is set to introduce new high-security units for violent and extreme prisoners in response to recent incidents involving dangerous offenders. Following an inquiry into an alleged attack by Manchester Arena plotter Hashem Abedi on prison officers, Deputy PM David Lammy emphasized the urgent need for reform. Abedi, involved in the 2017 terrorist attack that killed 22 people, is accused of assaulting officers at HMP Frankland in County Durham.

Mr. Lammy highlighted findings that the prison system faces challenges from dangerous offenders who exploit weaknesses. The government plans to revamp the system, including establishing supermax style units for the most disruptive inmates. These units, inspired by models in the US, have limited interaction among prisoners and staff, with significant periods of solitary confinement.

Efforts are underway to gather insights from countries like Australia, Brazil, and Germany to inform the design of the new units. The government is prioritizing the creation of a new risk assessment system for criminals. Additionally, measures are being considered to address legal complexities related to managing terrorist and dangerous offenders, as highlighted in the European Convention of Human Rights.

The move to implement secure supermax facilities has been welcomed by the Prison Officers’ Association, citing improved safety for staff, prisoners, and the public. The government’s commitment to enhancing safety includes recent investments in protective equipment for staff, such as stab-proof vests and Tasers.

The announcement signals a significant advancement in ensuring the safety and security of prison staff and the broader community. It underscores the government’s proactive approach to addressing challenges posed by dangerous offenders within the prison system.
