Harris Street hosts 30 consecutive shops, while Overbridge Road accommodates 24, creating a unique hub for e-cigarette enthusiasts. This transformation took place over the last decade, turning the neighborhood into a haven for e-cigarette users after it was previously synonymous with a thriving counterfeit clothing trade scene that law enforcement successfully eradicated.
Despite the rapid proliferation of vape shops, some locals have raised concerns about the legitimacy of these businesses. Law enforcement officials have clarified that the majority of these establishments operate lawfully, although a few may be involved in illicit activities. Notably, Cheetham Hill, once dubbed the “counterfeit capital of Europe,” underwent a significant change when Greater Manchester Police initiated “Operation Vulcan” in 2022 to combat organized crime in the area.
Police efforts yielded substantial results by 2024, with the seizure of nearly 1050 tonnes of counterfeit merchandise, closure of 216 illicit shops, numerous arrests, and the confiscation of significant cash amounts. Additionally, approximately 400,000 illicit vaping products were discovered during these operations. The closure of counterfeit goods establishments paved the way for a surge in vape shops, such as The Vape Boyz managed by Kamran Akhtar, who emphasized the legal nature of their operations.
Retailers in the region primarily engage in wholesale transactions, catering to a broad clientele from various parts of the UK. The rise of vape shops following Operation Vulcan not only replaced illicit trade but also contributed to enhancing safety in the area. With an estimated £1,500 profit margin per box of wholesale vape products, these businesses continue to thrive in the market.
While the surge in vape shops has garnered attention, Manchester’s trading standards team has indicated minimal concerns regarding the situation. Although occasional trading standards raids have occurred in the area, seizing counterfeit goods and e-liquids, the overall impact remains manageable. Communities Secretary Steve Reed expressed discontent with the proliferation of vape shops on high streets, stressing the importance of diverse retail offerings to attract a broader consumer base.
Statistics from the Office for National Statistics reveal that around 5.5 million adults in Great Britain, constituting approximately 10% of the adult population, were vaping by 2025. This marks a significant shift, as the number of vapers surpassed smokers in 2024. Notably, a majority of vapers are former smokers, with a considerable portion engaging in both vaping and smoking practices.
