“Review of Liverpool FC Victory Parade Highlights Safety Concerns”

An investigation into the planning of Liverpool FC’s victory parade last year has reported that it was well-organized and efficient until a tragic incident occurred. Approximately 1.2 million individuals gathered in May 2025 to celebrate the team’s Premier League win, marking the club’s 20th league title and its first public celebration in over three decades due to the pandemic.

The report specifically excluded the Water Street vehicle incident that occurred post-parade from its scope, as it was under separate police investigation and legal proceedings. Paul Doyle, the driver responsible for the incident, was sentenced to 21 years and six months after admitting to 31 charges related to the day’s events, where he injured over 100 pedestrians by driving into the crowd.

The review, led by Eric Stuart, a former Metropolitan Police officer, analyzed the parade’s preparation and execution to provide guidance for future large-scale events in the city. Stuart, who has previously reviewed major events such as New Year’s Eve in London and the EURO 2020 final, commended the collaborative efforts of various agencies, including the city, the club, and law enforcement, in ensuring event safety.

The assessment highlighted that nearly 150 individuals sustained injuries during the parade, some from burns caused by flares. Stuart noted a growing trend of fans globally associating pyrotechnics with celebrations, posing safety concerns that need addressing to prevent severe incidents.

Looking ahead, Stuart emphasized the importance of learning from the report’s insights for future events, advocating for continued celebration of sporting achievements in the city while prioritizing safety measures. Liverpool Council’s leader, Cllr Liam Robinson, expressed gratitude for the comprehensive review and affirmed support for Stuart’s recommendations, envisioning future victory parades to uphold the city’s event management standards.
