The Independent Office for Police Conduct (IOPC) has initiated an investigation concerning the deaths of a woman and her former partner in a destructive house blast in Bristol. The tragic incident involved Jo Shaw, 35, who succumbed to severe injuries after her ex-partner Ryan Kelly, 41, intentionally set off an explosive device at her residence on Sterncourt Road on May 3, resulting in the fatalities of both individuals.
Ryan Kelly, previously known for his involvement with a local drug gang, arrived at Shaw’s home reportedly carrying a device, which he activated, leading to the fatal outcome. A neighbor mentioned that Shaw had instructed a child to go outside and play on a trampoline when a dispute erupted shortly before the explosion.
The IOPC has disclosed that it is looking into the interactions between Ms. Shaw, Mr. Kelly, and the Avon and Somerset Police before the tragic event. Stuart Blanchard, a neighbor, highlighted that Shaw had been reporting incidents to the police due to Kelly’s harassment leading up to the explosion.
Avon and Somerset Police have classified the explosion as intentional and categorized Shaw’s death as a homicide, ruling out the involvement of any other individuals. Additionally, three other individuals, including a child, sustained minor injuries during the blast.
The police had received a call at 6.17 am reporting a domestic-related issue, with the caller staying on the line as officers were dispatched to the scene. Subsequently, at 6.30 am, the caller informed the police that the man involved was in possession of an explosive device. Shortly after, the explosion occurred, resulting in the tragic demise of Ms. Shaw and Mr. Kelly.
Director Derrick Campbell from the IOPC expressed condolences to all affected parties and emphasized the importance of conducting a comprehensive investigation to ascertain the events leading up to the May 3 tragedy. Campbell highlighted the extensive police involvement in addressing Mr. Kelly’s past behavior, including allegations of stalking, harassment, and assault, which will be thoroughly examined during the investigation process.
