A teenager from Britain faced a six-week absence from school after being stranded in Rome due to updated passport regulations. The 15-year-old, who was visiting her grandmother in Italy, was denied boarding on her return flight to the UK because recent rules mandate that dual nationals must hold a British passport or Certificate of Entitlement. This certificate, costing £589, confirms British citizenship when held in conjunction with another passport.
The new rule applies universally to British citizens, irrespective of their dual nationality, aligning with similar measures in countries like the United States, Canada, and Australia. The girl’s father, Rowan Somerville, criticized the handling of the situation by the Home Office and the Foreign, Commonwealth, and Development Office (FCDO), expressing frustration at the bureaucratic hurdles.
Despite efforts from the girl’s school and local MP to address her extended absence, it took an emergency travel document issued by the FCDO for her to finally return home in April and May. Mr. Somerville highlighted the lack of public communication regarding the rule changes and the subsequent difficulties in acquiring a British passport for his daughter, which took three months instead of the usual three weeks.
The father recounted facing challenges in navigating the passport application process, emphasizing the need for more efficient communication and support for affected individuals. The incident with Mr. Somerville’s daughter is not isolated, as several other British youngsters have been impacted by the updated passport regulations, causing disruptions in their travel plans.
A Home Office spokesperson acknowledged the situation, noting that since February 25, 2026, dual British citizens must possess a valid British passport or Certificate of Entitlement when traveling to the UK to avoid delays or boarding refusals. The FCDO was approached for additional comments on the matter.
