More than 225,000 Canadians have signed a petition urging the House of Commons to declare Pete Hoekstra persona non grata, a rare diplomatic measure to expel an ambassador from the country.
According to Jeremy Kinsman, a former Canadian diplomat, Hoekstra’s actions do not meet the threshold typically required for such a drastic step, reserved for severe misconduct and direct interference in Canadian affairs.
Kinsman emphasized the importance of separating the message from the messenger in diplomacy. He criticized Hoekstra for delivering an unwelcomed message in an undiplomatic manner, expressing frustration and hostility towards Canada.
The U.S. Embassy has refrained from commenting on the petition beyond acknowledging its existence.

John Dinkelman, a retired diplomat, highlighted the essence of diplomacy as not only about being firm but also about avoiding unnecessary alienation of host countries.
