“Families of Stalking Victims Welcome New Protective Laws”

The families of two women who were victims of deadly ex-partners express relief as new robust laws to combat stalking are approved. The fathers of Alice Ruggles and Hollie Gazzard, who were tragically killed, welcome the expansion of ‘right to know’ regulations, which mandate the swift sharing of online stalkers’ identities by police with the victims once apprehended.

Advocates had emphasized the terror caused by anonymous online harassment. The finalized Crime and Policing Act grants courts increased authority to issue Stalking Protection Orders, even if a suspect is acquitted, aiming to enhance victim safety.

Clive Ruggles, father of Alice, shared his gratitude for the new measures, highlighting the distress caused by stalking and the significance of promptly identifying online stalkers. He emphasized the profound impact of stalking on victims and its potential to escalate to fatal outcomes.

The legislation follows the tragic murders of Alice, killed by her obsessed ex-boyfriend, and Hollie, who was stabbed by her former partner. The reforms aim to empower victims to comprehend and respond to threats more effectively.

Minister Jess Phillips, a stalking survivor herself, underscored the importance of these measures in combatting violence against women. With over 1.4 million stalking victims annually, the reforms signal a commitment to prioritizing victim safety and holding perpetrators accountable.

The Paladin National Stalking Advocacy Service praised the legislation as a significant advancement, particularly lauding the statutory Right to Know guidance, enabling early disclosure of online stalkers’ identities to aid victims in assessing risks and regaining control.

The extension of Stalking Protection Orders to cases where a suspect is acquitted was commended by stakeholders, recognizing the need to address ongoing risks swiftly. The Victims’ Commissioner for England and Wales highlighted the critical role of these orders in ensuring victim safety and addressing stalker behavior promptly.

Efforts to expedite protection measures, including Stalking Protection Notices, were acknowledged as essential in the fight against stalking. The commitment to swift police-led safeguards, as indicated during the legislative process, aims to streamline access to protection for victims in urgent need.
