“Refugee Homelessness Surges in England Due to Short Move-On Periods”

The latest government data reveals a significant increase in the number of refugees facing homelessness or at risk of homelessness in England. Charities attribute this rise to government policies, particularly the 28-day move-on period for newly recognized refugees, which is considered inadequate for individuals to secure housing, employment, and benefits.

According to figures, homelessness among refugees has surged from 3,560 in 2021/22 to 19,310 in 2024/25. London and the North West regions, including Manchester and Liverpool, have the highest concentration of homeless or at-risk refugees. In Hillingdon, west London, the number of homeless refugee households skyrocketed from 71 in 2021/22 to 2,098 in 2024/25 due to its proximity to Heathrow Airport.

While a temporary extension of the move-on period to 56 days for asylum seekers was implemented by the Labour government, it reverted to 28 days in September, drawing criticism from charities. Homeless Link expressed concerns over the impact of this decision on local services and the rise in rough sleeping and homelessness among new refugees.

Despite the challenges, a 56-day move-on period has been maintained for vulnerable families and individuals until the end of February. Recent Home Office data indicates a 13% increase in asylum claims, with nearly 109,000 individuals in asylum accommodation as of September last year, the majority residing in shared housing or hotels.
